If your vehicle is registered in California, this recall MUST be performed prior to re-registration in California. The servicing dealer MUST provide a VEHICLE EMISSION RECALL PROOF OF CORRECTION FORM ( #81-016-1053) upon completion of recall #8002 for use a proof in renewal of the vehicle registration.

To correct this condition, the ECM software must be updated (reflashed).
The ECM software which is loaded during the recall procedure also includes any other ECM updates which may have been released (i.e. TSB's) between the date of manufacture and the issuance of the TIL CD update which was used.
NOTE: The Mopar Diagnostic System is required to perform the ECM flash. The system must be operating with release 21 or higher and TIL CD RELEASE 1169 or higher must be installed.
NOTE: Diagnostic Trouble Codes (1693/1694) may turn on the "check engine" light during the ECM reflash procedure. Check for and erase these codes before returning vehicle to customer.
Type or print necessary info on the "Authorized Software Update"
label (fig 1) and attach it to the ECM. Cover the label with clear tape.
Type or print the following information on the Authorized Modification
Label and attach the label near the VECI label (fig 2).

EMISSIONS RECALL TO REPROGRAM YOUR VEHICLE'S ENGINE CONTROL MODULE
Dear Dodge Ram Diesel Owner:
It has been determined that some 1998 Dodge Ram trucks equipped with a 5.9L Cummins 24-valve diesel engine may be in violation of California Emissions Standards.
The problem is...
The engine control module on your Ram truck (identified on the enclosed form) may allow the engine to emit oxides of nitrogen (NOx) levels above the allowable limits which were established to protect the public health from the dangers of air pollution.
HC emissions consist of unburned fuel that is released into the atmosphere. HC in combination with NOx in the presence of sunlight can cause the formation of ozone. These pollutants are the primary components of smog.
What Chrysler and your dealer will do...
Chrysler will repair your vehicle free of charge (parts and labor). To do this, your dealer will reprogram the engine control module. The work will take about one half hour to complete. However, additional time may be necessary depending on how dealer appointments are scheduled and processed.
What you must do...
Simply contact your dealer to schedule a service appointment.
Bring the enclosed Owner Notification Form with you to your dealer. It explains the required service to the dealer.
If you don't get this done...
THE STATE OF CALIFORNIA REQUIRES THE COMPLETION OF EMISSION RECALL REPAIRS PRIOR TO VEHICLE REGISTRATION RENEWAL.
Further, in order to ensure your full protection under the emission warranty provisions, it is recommended that you have your vehicle serviced as soon as possible. Failure to do so could be determined as lack of proper maintenance of your vehicle.
How the state knows that the recall has been performed...
State of California regulations require Chrysler to provide the Department of Motor Vehicles with a record of all vehicles which have NOT had the recall service performed. If your vehicle is not on this list, the state will know that the recall has been completed.
Your dealer will provide you with a Vehicle Emission Recall Proof of Correction Form after the recall service is completed. Be sure to save this form since the California Department of Motor Vehicles may require that you supply it as proof of recall completion.
